Policy Platform
PAPAC advocates for policies that modernize the health care infrastructure and workforce within the commonwealth, achieving and sustaining improved health and well-being for every Pennsylvanian.
-
Care is at risk for communities across our commonwealth because of chronic underfunding of Pennsylvanians’ healthcare compounded by looming federal cuts. Delivering high quality healthcare for the communities that Pennsylvania’s providers serve is not a one-size-fits-all answer––it requires acting on critical policies that reinvest in healthcare through payments aligned with the actual cost of care and ensure all Pennsylvanians receive equitable access to affordable care.
Financial Viability – promoting Pennsylvania’s investments in Medicaid, CHIP, and the Affordable Care Act marketplace; ensuring patients are protected from payor practices that undermine care access.
Advocating for the Continuum – sharing stories that articulate the full spectrum of healthcare.
-
Pennsylvania’s patients and consumers deserve the highest standard of care, with a policy landscape that promotes innovative care delivery and eliminates outdated regulatory requirements that do not enhance patient outcomes.
Regulatory Improvement – supporting the current effort to update healthcare delivery regulations that have remained in place since the 1980s; ensuring providers can rely on standards that are developed and applied in a modern, consistent, streamlined, and transparent manner.
Credentialing and Certification – allowing providers to practice healthcare in a manner consistent with their training, without unnecessary administrative or regulatory barriers.
-
Pennsylvania’s staffing shortages are among the worst in the nation; workforce issues remain a top challenge across the entire health care sector, both statewide and nationally. Access to care depends on a robust health care workforce, and workforce solutions will require a sustained, coordinated, and multi-faceted public and private sector response.
Recruitment and Retention – the commonwealth ranks among the lowest in retaining talent we train; many of our high-quality healthcare workers become an export to other states. The Coalition supports policies that make Pennsylvania an attractive place to care for patients and practice healthcare.
Education Pipeline Support – the commonwealth lacks meaningful channels for Pennsylvanians to enter the healthcare workforce; the Coalition seeks to advance policies that grow the workforce and increase opportunities for people to become providers.
